ÖZET

Çağımız bilgi çağı.Günümüzde enformasyon ve İletişim Teknolojilerinde devrim niteliğinde yenilikler olmuştur. Bunlar, mikroelektronik temelli bilgisayar, telekomunikasyon, ve ağ teknolojileridir. Bu devrim, dünyanın her yerinde milyonlarca insanın iş, yaşam ve ekonomisinde yeniden yapılanmalara neden olmuştur. Bilgiye dayalı ekonomi ve bilgi yönetimi kavramları ortaya çıkmıştır. Tüm bu değişmelere paralel olarak, Avrupa Birliği bu gelişmelere ayak uydurabilmek, internetin yarattığı fırsatlardan olabildiğince yararlanmak ve ABD, Japonya gibi rakip ülkelerin gerisinde kalmamak için 1999 yılından itibaren E-Avrupa Eylem planına başlatmıştır.Bu bildiride e-Avrupa’nın tarihsel süreci, amaç ve hedefleri incelenecektir. Ayrıca ülkemizde bu alanda yapılan uyumlaştırma çalışmalarına ve karşılaşılması muhtemel engellerle çözüm önerilerine değinilecektir.

ABSTRACT

Our time is information time. At present days, it has occured some innovations as a revolution on information and communication technologies. These are computer technologies based on microelectronic, telecommunication and network technologies. This revolution has caused renovations on works, lifes and economies of millions of the people over the world. However, it has appeared economics based on information and management of information. As the effect of all these developments, European Union(EU) got started E-Europe Action Plan since 1999 for keeping in step with these developments, for making good use of the opportunities as possible created by internet and for not being stayed behind rival countries as USA, Japan. İn these report, the historical process, the aims and the targets of e-Europe will be researched. Also, it will be pointed out the works made on this field in our country , possible obstacles faced and sulution advices.
